During the New Deal Era, the US formed the “Public Works of Art Project,” which offered employment for artists. The purpose was "to give work to artists by arranging to have competent representatives of the profession embellish public buildings.” Congress allocated $1 million for the project.

The philosophy of the Public Works Art Project influences the rationale for creating UFO. UFO advocates for the employment of unseen artists in all aspects of the film industry, both in front of and behind the camera. We are brushing off the cobwebs, presenting the public with new media artwork that gives a face to all aspects of society.
